Oregon's Gigantic Graffiti Wall

Oregon will be creating a "Gigantic Graffiti Wall" which is to include at least one large-scale wall within every city in Oregon. This will be a safe place for those who have the creative side within them.
The problem today is kids don't have a way to let out their aggression. The G.G.W will provide an opportunity to allow kids to do what they are going to do anyways but without destroying property. let's not demonize this art form....nurture it. Let it become a public attraction. Remember what skateboarders did before city council finally started crating city-wide skate-parks? No matter what the law said, they still skated anywhere and everywhere no matter what damage it caused. When there is no where else to go, then everywhere is your skate park. Now, let's give graffiti artists somewhere to go.
This wall is to promote graffiti art in a safe and allowable space and to help prevent graffiti where it doesn't belong. Private property.
There will be a bi-annual wipe-over of those walls and those artists or new ones are welcome to once again graffiti.
Simultaneously, Graffiti clean-up goes into full affect in places not meant to be tagged. Those caught vandalizing in areas not meant for graffiti will have a mandatory 100 hours graffiti clean-up.
Graffiti education and awareness goes into affect in middle and high-schools teaching about.
